D. Anecdote

DakotaLink delivered a Merlin CCTV to a Client in Sioux Falls. She had not been able to read or do paperwork for some time and was very excited to receive the unit. I’ve seen many clients exclaim to their relatives that they can see something they hadn’t seen in a long time or just generally happy to receive the equipment, but this particular client teared up multiple times during the training and had to calm herself a bit, feeling her heart beating too hard or blood pressure going up too much. I wasn’t able to make contact with this client for the follow-up later that week, calling her number three times and her emergency contact once and receiving no return call. My only clue that all is well is that we haven’t been contacted to pick the Merlin back up because she can’t use it.

D. Anecdote

There are currently 267 devices available through the sdst4all website which allows people to see a wide variety of devices that are available for loan and for sale. The amount of requests directly through the website is quite low. Most people feel more comfortable contacting DakotaLink directly to discuss and decide which device to borrow. This allows DakotaLink staff the flexibility to determine the length of the loan based on circumstance rather than the 2 week standard. It also allows the DakotaLink staff the ability to ensure the person is capable of using the device they are requesting.

Any piece of equipment that is brought in and recycled at the MERR program is available to Medicaid recipients only for 90 days at no cost to the consumer. After 90 days that equipment is available to anyone at ¼ of the value as if it were new to a maximum of $5000.00. This means the most any consumer would pay out of pocket is $1250.00 plus delivery fees.

E. Anecdote

A lady came in needing a communicative device for her mother in hospice. DakotaLink was able to loan her a chattervox so her mother could communicate with her daughter and caretakers her last few days.

I. Notes:

All of the clients that returned their borrowed item were asked if the device met their needs and they all responded highly satisfied. A child in Hill City broke his leg and needed a wheelchair temporarily. DakotaLink was able to loan the family a wheelchair so he could get around school for five weeks. The family was very grateful for the money the loan saved them.

D. Anecdote

TW is an 18 yr old male with a visual impairment affecting his central vision. He has difficulty seeing items at a distance and experiences eye strain when reading for long periods. He is attending post-secondary at a State University, planning to major in business management. He was approved for a variety of AT items through SBVI, including a 17-inch laptop, ZoomText software, KNFB Reader app, Ruby XL HD handheld electronic magnifier, and Livescribe pen. A portable, battery-powered, magnifying camera was provided to assist him in reading the board. The camera attaches to the laptop via the USB port. When the application is run, it takes over the screen to display the camera image. The camera can be rotated to allow the user to view items on the desk or the board in front of them. Due to a delay at the manufacturer, the laptop computer was not ready by the start of school. DakotaLink was able to provide a temporary computer for TW to use until his computer arrives. All of the AT items were installed on the computer and training was provided. This allowed TW to begin the school year with the tools he needed to be successful. Once his computer arrives, the software will be transferred to it and the computer will be delivered to him.

Device demonstrations are done almost every day at all locations and on site at the consumers residence or place of business. We have worked Directly with 1500 individuals in the last 2 years. Only 200 of those would be individuals who called in an order would have not gotten a demonstration. That leaves roughly 1300 individual demonstrations or an average of 650 per year. We do group demonstrations to many groups throughout the year. These presentations always include demonstrations. If you consider those presentations then we do demonstrations to thousands every year. Most common demonstrations include iPad Apps, Computer Software and low Vision Devices including Magnifiers and CCTV’s

C. Description of Training Activities

Describe innovative one high-impact assistance training activity conducted during the reporting period:

Over the past year DakotaLink evaluated a new web-based file management system that the Department of Human Services was implementing. This included having meetings with Department personal and the company providing the software. DakotaLink pointed out issues they observed during their evaluation of the product and made recommendations. The State of South Dakota Bureau of Information and Technology has a List of Standard Assistive Technology and DakotaLink updates this list annually. The Software allows for State employees to have access to and improved access to Information Communication Technology specifically through the computer with access to email, the Web and other forms of communication technology. DakotaLink also has an agreement with the Bureau to provide training to State Employees on this technology.

We were able to conduct the Summer Transition Institute Online, but all of the other transition activities were cancelled this year due to the COVID pandemic.

The State of South Dakota recognizes the need to ensure equal access to electronic and information technologies for all individuals. The South Dakota Bureau of Information and Telecommunications (BIT) has specific standards for web development design in order to provide an accessible web presence that enables the public full access to South Dakota government information and services.

We participate in all of Catch the Wave events, which help students determine what they might need for going on to college from the high school level. Since the COVID pandemic, the events were cancelled in 2020.

DakotaLink has had a long history of working with the State Bureau of Information and Technology and the Department of Human Services to ensure Website Accessibility in regards to Section 508 and W3C Standards. The State Bureau of Information and Technology has adopted and posted an Accessibility Policy and it is below in its entirety along with a Web Page dedicated to assisting other Departments in meeting Section 508 and W3C Standards.

1. DakotaLink sends out newsletters every quarter to the folks on our mailing list. We update the list as people are interested. This comes out to be approximately 500 newsletters over a years’ time. We also post on list/serves/blogs and social media. The list serves are at3center-ml@list.ataporg.org and The Association of Assistive Technology Act Programs (ATAP) ataporg@ataporg.org. We also have a facebook page: https://www.facebook.com/DakotaLinkAT where we share what we are doing and keep people informed on our COVID status. We also have brochures for the DakotaLink program, the Medical Equipment Recycle and Reuse program and AT4All, which I have attached. I have also a spreadsheet of our presentation and conferences that we have attended. Due to COVID, we were not able to attend all of the conferences this year as many have been cancelled.
